FDIC could be broke by years end

According to Chairman Sheila Bair it appears the Federal Deposit Insurance Corp (FDIC), you know the people who insure your bank account against the bank being stupid. They may be broke or worse by years end. The fund is currently at its lowest level in 25 years.


But given the accelerating bank failures that have been depleting the deposit insurance fund, she said, it “could become insolvent this year.”

“Without substantial amounts of additional assessment revenue in the near future, current projections indicate that the fund balance will approach zero or even become negative,” Bair wrote in the letter dated Monday to the chief executives of the nation’s 8,305 federally insured banks and thrifts.

I suppose the recently approved 3.5 trillion dollar budget couldn’t spare a paltry hundred billion or so dollars to keep the FDIC solvent. Not this administration, no that money is better spent giving it away to people who made bad choices or didn’t work for it at all. While hard working Americans who didn’t purchase a house they could not afford or take out a second mortgage just to go on a vacation they could not afford could get the short end of this fiasco.

That is the glaring difference between a Democrat and a Republican. Democrats want to expand welfare while Republicans want to create real good paying jobs. Give a man a fish and you will feed him for one day, teach him how to fish and you will feed him for life.


“Some have suggested that we should turn to taxpayers for funding,” she said in her letter to the bank executives. “But banks — not taxpayers — are expected to fund the system, and I believe Congress would look skeptically on such a course of action.

Of course spreading the wealth is somehow now OK and giving taxpayer money to piss poor banks is just fine, but saving a families bank account is considered wrong?
WTF is wrong with these people?

To me this current thinking is backassward, instead of throwing money at losing financial institutions that are hemorrhaging money left and right, save that money to protect the depositors.

    Just a what if. What if the FDIC does go broke and we all loose our savings? What if the stock market goes so low people have lost all their retirement?     Annie, if the FDIC goes tits up and taking on water, there will be a run on banks. Banks will not have the cash, riots will break out. It will be mass disorder, unfathomable uncertainty and fear, and time to head to your predetermined fall back position.
    If action isn’t taken soon, to insure the FDIC doesn’t crater, the run on banks will begin soon.
    I think the solvency of the FDIC is more critical to our national security, than bailing out the Big 3.

    In my 30 plus of paying attention somewhat. I recall talk about that the FDIC could not pay all accounts throughout the nation if all or most banks went belly up, but I do not recall the FDIC themselves talking about going insolvent!

    I don’t know what kind of inventory you have, but you do what you think is best.
    I think we will all be alright, but it is just my nature to prepare, and highly recommend it. If TSHTF, and you don’t have a plan, you will be prone to panic, and if you panic, you are lost.

    One thing to keep in mind.
    If TSHTF, and you live in an urban area, you need to get away from there, tres vite. Too many people, that could come at you from too many directions, at any time of day or night. Even if you know someone who has a lake house, as long as it’s remote, you are better off.

    My mom grew up in Pacoima. Paxton and Telfair. Grandma and Grandpas house was right there on the corner across from the grade school. The state tore the place down to put in the 118 and if you go over there, you can see whats left of the driveway and there are a bunch of pepper trees still standing.

    If you look closely at those trees, they are full of nails from when Grandpa set up the pinwheels on the 4th of July. True story!

    Well, Locarno, I wish I could share your belief, but I think there may be a fatal flaw in what appears to be your logic.

    It appears that you believe he’ll fail because he and/or his supporters will finally get the message that the falling market is sending him about his policies. At the same time, you admit that there’s no water-cooler indication of alarm among his grass-roots support. You must have supposed that he will personally recognize the danger inherent in the market’s continued drop.

    I suggest that you Consider the possibility that the market is doing just what he and his “brain trust”of liberal academicians want it to do. Where is that money going when it leaves the market? Gold. Some of it, but not that much. Bonds, particularly Muni’s, a lot more. The money goes, at various levels, to the support of GOVERNMENT ACTIVITIES. At the same time, it leaves the private sector where he moves government money in to buy control of financial activity and the means of production.

    I agree, that the most likely cause of his failure would be his own actions in pushing his policies too far too fast, but since there are no indications of any such backlash thus far, I’m beginning to fear that it may take a full blown revolution.

    He’s not stupid, even though he refers to the “profit earnings ratio”. He’s just a determined Marxist with the stated goal of “remaking the country” and he knows that he’ll never have a better chance to get that done.

    I hope he will fail without a bloody revolution, but I’m nowhere near as confident as you are that that will happen.

    How about soldiers not getting healthcare they need or treatment of post traumatic stress disorder. Suicide rates are higher than ever. What do we do, nothing about it. We send them to fight then its the hell with them. Walter Reed was a disgrace under George Bush. Under Bush they found out the VA privatized their record keeping so the soldiers were dealing with incompetance in addition to their injuries and emotional stress. People at the highest levels of of VA were told to turn away PTSD patients and pretend it was caused by something else so the government would not have to pay for treatment. 1/3 of homeless people are veterans. this is how we treat our soldiers. mccain would not vote for GI bill because he did not like the notation of a timeline out of iraq. oh yeah I forgot we have 10 billion a month to blow. His idea for stimulation was 3 trillion dollar tax cut in the next ten years. How will that create jobs when there is no demand. if 500,000 people are losing jobs per month, what the hell is a tax break going to do for me. I need a good paying job that the chinese took away from me, not an extra 300$ government check to get me to shut up!!!

    arwyn, I called Senator chris dodds and other senate banking committee members (Schumer) complaining that throwing money at banks was not a solution especially if they are insolvent. that was also incompetance by Senator Reid and Pelosi. Instead of listening to Paul Krugman and Joesph Stiglitz, the economist newspaper, Dems went along with this disastrous plan and its only getting worse, My point is that this happened under Bush’s watch and his administration did nothing to stop wall street and mainly the banks from destroying themselves. Bush is to blame for this mess. Just accept it and try to vote for better republicans in congress. I am not telling you to vote for democrats, just turn the republican party into what it used to be 50 years ago when it actually cared about the working class.

Profits and share prices zoom up becoming a bubble but the soaring debt bring this to a complete hault and it falls apart. simply put: when wages trailed productivity the demand grew slowly, so debt increased in order to preserve the demand-supply balance. The entire increase in the debt goes into company profits hence CEO’s incomes. Unemployment is a result of when a CEO fails to match worker pay with productivity gains: the demand falls short of supply and that then triggers layoffs. Therefore it was the growth of our national debt that had quadrupled corporate profits. This is what americans have done the last 30 years.     WASHINGTON, Sept. 16 — After nearly two decades as chairman of the Federal Reserve, Alan Greenspan wants to solidify his standing in history.

    In an interview timed with the release of his memoir Monday, Mr. Greenspan sought to distance himself from the economic policies of President Bush and refute critics who say his policies at the Fed contributed to the housing bubble and bust that is now roiling the economy.

    Mr. Greenspan unleashed bottled-up frustration about President Bush, Vice President Dick Cheney and Republican leaders in Congress who, he contends, put politics ahead of Republican goals like fiscal discipline and lower government spending.

    “I’m just very disappointed,” he said glumly, as he sat in his living room. “Smaller government, lower spending, lower taxes, less regulation — they had the resources to do it, they had the knowledge to do it, they had the political majorities to do it. And they didn’t.”

    In the end, he said, “political control trumped policy, and they achieved neither political control nor policy.”

    Mr. Greenspan, a lifelong Republican who presided over the longest sustained economic expansion in American history, sounded frustrated that neither a Republican White House nor Republican leaders in Congress were heeding his quiet pleas for greater fiscal discipline.

    Mr. Greenspan said he met frequently at the White House with President Bush and Vice President Cheney, but his enthusiasm for the new administration cooled as he discovered that Mr. Bush ignored much of his advice.

    In his first term, Mr. Bush would rarely let a week go by without visiting a small business or a camera-friendly factory to extol entrepreneurship or the importance of tax cuts. But back at the White House, Mr. Greenspan got virtually no response to his advice that the president veto spending bills. Mr. Greenspan said he was told his recommendations would be “taken under advisement.”

    His observations are in line with those of others who engaged Mr. Bush frequently, including the former Treasury secretary, Paul H. O’Neill, who was fired in December 2002. After the Sept. 11 attacks, they said, Mr. Bush would become animated and even passionate about counterterrorism or the war in Iraq. But they said that broader economic discussions bored him, unless he could take them to the factory floor.

    Mr. Greenspan has always been acutely aware of the explosive impact that his public comments could have in both political and economic circles. He never criticized specific Republican or Democratic politicians while he was at the Federal Reserve, even when he was under attack from one side or the other.

    But in the interview, Mr. Greenspan seemed dismayed that leaders in his own party paid little heed to his pleas for spending restraint and for “pay-as-you-go” rules that would require Congress to offset the cost of new tax cuts with savings elsewhere.     Former White House spokesperson Dana Perino said on Sunday that the Bush administration, while presiding over the start of the current recession, nevertheless deserved some credit for the modest uptick that Wall Street experienced this past week.

    Appearing on CSPAN’s Washington Journal, the last of Bush’s press secretaries said it was “not a secret” that the current economic mess started under her boss’s watch. But, she cautioned, the public had yet to realize the full extent to which the past president’s policies “alleviat[ed] the downturn.” Take, for instance, the improvement in the Dow Jones Industrial average this week.

    “You were just speaking earlier about the possibility that since we had a little bit of a better week on Wall Street does that spell a turnaround?” Perino said. “Can all the credit go specifically to President Obama? Well, I would say no. We are just going to have to take a while to let all of this settle down and let the policies that our administration and the new administration are trying to put in place have a chance to work.”

    I see. Just so we’re clear, here’s a helpful guide to the rules of market watching, as they relate to partisan politics:

    When the market went down on Bush’s watch before the 2008 elections, this was Bill Clinton’s fault.

    When the market went down on Bush’s watch between November 2008 and January 2009, this was Barack Obama’s fault.

    When the market went down during Obama’s first seven weeks in office, this was definitely Barack Obama’s fault.

    And when the market rallies on Obama’s watch during the second week in March, George W. Bush deserves at least some of the credit.

    I’m glad Perino helped set the record straight. Putting aside whether watching Wall Street is a useful guide to measuring the strength of economic policies — it clearly isn’t — the point to remember is that positive developments are evidence of Republican wisdom, and negative developments are evidence of Democratic failure.

    Remember when you were a kid and someone told you, “I’ll flip a coin — heads I win, tails you lose”? It’s kind of like that.

    Fresh off the false and politicized attack on Fannie Mae and Freddie Mac, today we’re hearing the know-nothings blame the subprime crisis on the Community Reinvestment Act — a 30-year-old law that was actually weakened by the Bush administration just as the worst lending wave began. This is even more ridiculous than blaming Freddie and Fannie.

    The Community Reinvestment Act, passed in 1977, requires banks to lend in the low-income neighborhoods where they take deposits. Just the idea that a lending crisis created from 2004 to 2007 was caused by a 1977 law is silly. But it’s even more ridiculous when you consider that most subprime loans were made by firms that aren’t subject to the CRA. University of Michigan law professor Michael Barr testified back in February before the House Committee on Financial Services that 50% of subprime loans were made by mortgage service companies not subject comprehensive federal supervision and another 30% were made by affiliates of banks or thrifts which are not subject to routine supervision or examinations. As former Fed Governor Ned Gramlich said in an August, 2007, speech shortly before he passed away: “In the subprime market where we badly need supervision, a majority of loans are made with very little supervision. It is like a city with a murder law, but no cops on the beat.”

    Not surprisingly given the higher degree of supervision, loans made under the CRA program were made in a more responsible way than other subprime loans. CRA loans carried lower rates than other subprime loans and were less likely to end up securitized into the mortgage-backed securities that have caused so many losses, according to a recent study by the law firm Traiger & Hinckley (PDF file here).

    Finally, keep in mind that the Bush administration has been weakening CRA enforcement and the law’s reach since the day it took office. The CRA was at its strongest in the 1990s, under the Clinton administration, a period when subprime loans performed quite well. It was only after the Bush administration cut back on CRA enforcement that problems arose, a timing issue which should stop those blaming the law dead in their tracks. The Federal Reserve, too, did nothing but encourage the wild west of lending in recent years. It wasn’t until the middle of 2007 that the Fed decided it was time to crack down on abusive pratices in the subprime lending market. Oops.

    Better targets for blame in government circles might be the 2000 law which ensured that credit default swaps would remain unregulated, the SEC’s puzzling 2004 decision to allow the largest brokerage firms to borrow upwards of 30 times their capital and that same agency’s failure to oversee those brokerage firms in subsequent years as many gorged on subprime debt. (Barry Ritholtz had an excellent and more comprehensive survey of how Washington contributed to the crisis in this week’s Barron’s.)

    There’s plenty more good reading on the CRA and the subprime crisis out in the blogosphere. Ellen Seidman, who headed the Office of Thrift Supervision in the late 90s, has written several fact-filled posts about the CRA controversey, including one just last week. University of Oregon professor and economist Mark Thoma has also defended the CRA on his blog. I also learned something from a post back in April by Robert Gordon, a senior fellow at the Center for American Progress, which ends with this ditty:

    At a recent Financial Institutions Subcommittee hearing, Sandra Braunstein, Director of the Division of Consumer and Community Affairs of the Federal Reserve System, declared that bank lending requirements under the Community Reinvestment Act (CRA) did not cause the current foreclosure crisis. Braunstein’s statement came in response to questions from the Financial Institutions Subcommittee Chairman Luis Gutierrez (D-IL). Braunstein’s comments reinforce findings in a comprehensive report on CRA and echo previous statements by Federal Reserve officials.

    Ellison, a member of the subcommittee, concluded that Fed Governor Elizabeth Duke’s earlier statement was correct, when she indicated that the claim was a “misperception promulgated by many who either do not know much about the law or don’t like it.”

    The report indicated also “army commanders traditionally have fought the insurgents by kidnapping and murdering Indians and campesinos suspected of collaborating with them.” It also described the use of violence by the right-wing parties that supported Rios and his successors as “traditional.” The report also linked this type of politically violence directly to Rios who had been removed from power in a coup that may have been orchestrated by US intelligence agents just months before the report was made.

    Unlike republicans, we liberals question everyone including our own leaders. for example Gietner’s new plan to buy up toxic assets is a shit of a plan especially when you review Paul Krugman’s piece in NY Times describing how it will not work, ITS A RECYCLED VERSION OF PAULSON PLAN: SWEDEN’S PLAN WORKED. we need to follow their plan.

    In an example Treasury officials used, a bank decides it wants to sell off a pool of bad mortgages with a face value of $100. The government auctions the mortgages, and the highest bid is $84 (which means the bank loses $16, instead of the whole $100 on the line now). The FDIC backs $72 worth of loans for the public/private fund to buy the mortgages, meaning the public/private fund has to come up with $12. Treasury kicks in $6 and private investors kick in $6. If the mortgage can eventually be sold for more than $100, everyone wins — the private investors get a big gain after risking only $6 of their own money, the Treasury gets the same gain, and the FDIC never has to take on the $72 in loans it guaranteed because they’re repaid once the mortgages are resold for a profit. But if the mortgage winds up losing money, the private investors are only on the hook for $6. The FDIC has to repay the $72 in loans regardless.

    paul krugman:Geithner scheme… isn’t really about letting markets work. It’s just an indirect, disguised way to subsidize purchases of bad assets…

    [T]the real problem with this plan is that it won’t work. Yes, troubled assets may be somewhat undervalued. But the fact is that financial executives literally bet their banks on the belief that there was no housing bubble, and the related belief that unprecedented levels of household debt were no problem. They lost that bet. And no amount of financial hocus-pocus — for that is what the Geithner plan amounts to — will change that fact.

    Geithner continues to accept the banks’ argument that this huge bid/ask spread is just a temporary condition: The market just doesn’t understand that the assets are actually worth 60 cents on the dollar. When it realizes this, everything will be fine. The majority of smart economists (at least the ones we read) think this is a crock. The banks are hallucinating (or worse), and most of the assets are worth what the market says they are worth.

    In any event, the only way banks can be induced to sell those assets is if someone agrees to pay 60 cents (or more) on the dollar, because otherwise the banks will have to take more writedowns and require more capital. The only way someone will pay 60 cents or more on the dollar is if someone gives them a boatload of free money to be reckless with. That’s where Geithner and the taxpayer come in.

    MY POINT IS GEITNER, LARRY SUMMERS, ROBERT RUBIN, FORMER CLINTON ADVISORS BELIEVE IN FREE TRADE,NOT FAIR TRADE AND THEY HELPED DEREGULATE THE COMMODITIES MODERNIZATION ACT (DERIVITIVE REGULATION) AND ANT-SHERMAN ACT, AND GLASS SEAGULL ACT. THESE WERE IMPLEMENTED BY ROOSEVELT TO PREVENT BANKS FROM DESTROYING THEMSELVES OR BECOMING TO BIG TO FAIL. THEY ARE NOW ADVISING OBAMA AND GIVING HIM BAD ADVICE. YOU ARE CORRECT ABOUT CURBING SPENDING, BUT PRODUCTION IN THE US(MANUFACTORING) IS THE ONLY SOLUTION TO GAINING WEALTH AND GETTING AMERICANS WORKING.

    BY THE WAY I DON’T HATE YOU GUYS, I JUST THINK TALKING ABOUT ISSUES IS GOOD FOR DEBATE AND REMEMBER WE ARE THE SAME WORKING CLASS UNLESS YOU ARE A BILLIONAIRE. THESE CORPORATIONS DONT GIVE A SHIT ABOUT YOU OR ME. AT LEAST WE HAVE THAT IN COMMON.

The economy has me on the edge and Bush, clinton and all these politicians are just morons no matter what party they are from. this is my last posting, and i want you guys to know that i hope we can find common ground because we share more in common then you think and these corporate jerks want us to be divided.
